Estate Agent Regulation Confirmed: What Does This Mean for Property Professionals?

29 September 2026 marked an important moment for the property industry, as the Government confirmed plans to introduce mandatory regulation of estate agents, letting agents and property management agents.

Speaking at the Labour Party Conference in Liverpool, Housing Secretary Angela Rayner announced that property agents will be required to hold appropriate qualifications and obtain a licence to operate.

What is changing?

Under the Government’s proposals:

  • Estate agents, letting agents and property management agents will be subject to independent regulation.
  • Agents will need appropriate professional qualifications.
  • A licensing system will be introduced.
  • An independent regulator will set professional standards and codes of practice, with powers to remove licences where standards are not met.

When will regulation be introduced?

Although the Government has confirmed its intention to legislate, there is currently no confirmed implementation date.

The exact qualification requirements, licensing arrangements and transitional provisions for existing agents have yet to be announced.

What should agents do now?

The announcement reinforces the growing importance of professional qualifications, ongoing training and Continuing Professional Development (CPD).

For agents and business owners, this is an opportunity to get ahead of future requirements rather than waiting until regulation becomes mandatory.

At The Able Agent, we already support estate and letting agents through flexible online training, including Ofqual-regulated Level 3 qualifications, specialist courses and ongoing professional development.

Our message is simple: don’t wait for regulation to make training a priority. Investing in your team’s knowledge, confidence and professional skills makes good business sense today, whatever the final regulatory requirements may be.

We will continue to share updates as further details are announced.
