RoPA: Stay Ahead of the Changes in 2025
There’s been endless discussion about the regulation of property agents (RoPA) in recent years—so much so that it’s easy to tune out! However, according to Matthew Pennycook, the government is eager to move forward with this legislation.
2025 is set to be a year of major change for estate and letting agents. The Renters’ Reform Bill is expected to take effect by September, introducing a host of new obligations for landlords and letting agents. RoPA is likely to follow soon after.

How can I ensure my team is RoPA-compliant?
The best approach is to follow your training program on Able Agent and take advantage of all the key content training areas that will support your business. You can take a qualification at any stage after completing the training, but you also have the option to complete the study and only take (and pay for) the qualification when it aligns with the RoPA syllabus.
The original RoPA report mentioned a “Top-Up” option meaning if you already hold a Level 3 OfQual-regulated qualification (obtained within the last three years we think should be valid), you can simply complete an online learning top-up.
For example, if you pass your L3 CePAP this month, you would then need to complete an online top-up training to cover areas such as Renters’ Rights as you won’t have covered that element of the syllabus.
You will also have to do a fixed number of CPD hours to maintain your license.
To apply for your license, you would need to present your formal Level 3 certificate, your online training certificates, and evidence of Continuing Professional Development (CPD).
